Uttar Pradesh (UP) is rapidly positioning itself as a premier destination for Global Capability Centres (GCCs), aiming to attract multinational companies to establish technology, analytics, and digital service hubs. Supported by a robust GCC Policy 2024, the state emphasises a skilled workforce, cost-effective infrastructure, and comprehensive incentives to foster investment and employment growth.

Strategic Hub-and-Spoke Model

The state’s plan adopts a hub-and-spoke model, designating Noida as the primary global hub, Lucknow as an emerging hub, and tier-2 cities like Agra, Meerut, Kanpur, Gorakhpur, Varanasi, and Prayagraj as satellite centres. This networked approach aims to distribute growth opportunities while optimising resource allocation and connectivity across UP.

Incentives and Infrastructure

UP’s GCC Policy 2024 offers one of India’s most comprehensive packages, including capital and payroll subsidies, EPF reimbursements, land cost subsidies (up to 50%), stamp duty exemptions, and operational incentives. The state also benefits from its large talent pool with over 2 lakh STEM graduates annually and 8,000 higher education institutions.

Key infrastructure projects like AI City, IT City, and CG City in Lucknow, along with YEIDA’s Fintech Park, are major enablers providing world-class office spaces, technology parks, and co-working facilities to support GCC development.

Industry and Developer Support

Realtors and commercial space providers, including Shalimar Group, BBD Viraj, Rishita Developers, and Eldeco Housing, have pledged support by aligning inventory with Invest UP initiatives to provide quality commercial spaces for GCC players and IT-ITeS companies. The state’s streamlined approval processes and ease of doing business further boost investor confidence.
